This is what I use (in my .emacs) ...
(setq ange-ftp-ftp-program-name "S:/cygwin/bin/ftp.exe"
ange-ftp-try-passive-mode t
ange-ftp-ftp-program-args '("-i" "-n" "-g" "-v" "--prompt" ""))
Of course, you'll have to edit the path. I copied it blindly from
http://www.zope.org/Documentation/Books/ZopeBook/2_6Edition/
ExternalTools.stx#4-9
