Maybe:

  ‵  U+2035 (PRIME)
  ′  U+2032 (REVERSED PRIME)

It doesn't look very good in my font, though.

  ‛  U+201B (SINGLE HIGH-REVERSED-9 QUOTATION MARK)  and 
  ’  U+2019 (RIGHT SINGLE QUOTATION MARK)

NB: It's a shame that `C-u C-x =' doesn't include the name from
UnicodeData.txt.
