Not generally, no. this from INSTALL-CVS in the emacs base
directory:
/----[ emacs/INSTALL-CVS ]

| update. Unless there are problems, we suggest the following

| $ ./configure
| $ make
| $ cd lisp
| $ make recompile EMACS=../src/emacs
