Need help with segmentation faults

I am running Emacs 21.3 on a Mandrake Linux 9.2 box.  I am getting
segmentation faults on a version of Emacs I ./configured and made with
the default options.  

Can somebody point me to a way to:

a.  get information about the segmentation faults I can make useful bug
reports about or figure out if they're not bugs -- i.e. I'm being dumb.
b.  A mailing list I can post said bug reports/etc to to try and fix
this.
