This encoding is called ``extended segments''. Upgrade to Emacs 21.3,
which has an optional support for it (etc/NEWS explains how to set
that up).
Btw, Klipper is generally bad: there are entries about that in
etc/PROBLEMS. So perhaps you shouldn't use it at all...
