Yet another TRAMP on Windows question

I have worked for months now to try and get TRAMP working with cygwin
or putty on Windows. I have tried at least 100 different solutions and
none of them work. I can successfully ssh, sftp, scp, etc, to remote
hosts and do not have to provide passwords as I successfully have
ssh-agent working for the cygwin bash shell.

I've seen numerous posts from Kai et al, yet nothing works. I've had
every conceivable error message imaginable depending on who's supposed
solution I've tried, so I simply don't know which test case to post.
Below are some of the scenarios I've tried. If anyone is interesting in
walking me through a solution they know to work from the start, I'LL
TRY ANYTHING!!!
