I'm living at UTC+1 (east of Greenwich, London, UK, MET timezone) and
have these:
(setq calendar-current-time-zone-cache
(calendar-nth-named-day -1 0 3 year)
(calendar-nth-named-day -1 0 10 year)
I think I had a similiar problem some years ago and the statement above
solved it.
