Why does dired consider case significant?

configured using `configure --with-gcc (3.2)'

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

I have been using (Windows XP) Emacs 20.7 for quite some time.  I was
happy about the way it showed directories in dired, effectively
ignoring case:

aaa
Makefile
zzz

Now I have upgraded to Emacs 21.3 and it shows directory listings like
so:

Makefile
aaa
zzz

I don't like this as much as how it was before.

My question is: how do you get Emacs to display directories like it
did back in the good old days of Emacs 20.7 (i.e. ignoring
case in the ordering of the files)?
