The Windows build of Emacs 21 doesn't have tool bars. You may wan to
try the CVS version (Emacs 22) from
<http://ourcomments.org/Emacs/EmacsW32.html> or
<ftp://alpha.gnu.org/gnu/auctex/> (Emacs + AUCTeX bundle).
