Perhaps I didn't explain myself properly. I meant to imply that when you open up a file (either new or an existing one), and you wish to open up a new window or "frame" (as I was under the impression that that is what Emacs call windows)
for that file, you can enter either C-x 5 2 or M-x "make frame."

Let me know if this makes sense.  Thanks.

A frame is its own X client. When GNU Emacs is running inside some terminal emulator, then it's not running as an X client. So can't make it create new X clients.

Or do you mix up windows and frames?
