Thanks guys, I took out the useless default-frame-alist code and some
other things, it now seems to be working, except now it won't open
full screen any more? Here is my code now, the relevant stuff is near
the bottom:

(custom-set-variables
  ;; custom-set-variables was added by Custom.
  ;; If you edit it by hand, you could mess it up, so be careful.
  ;; Your init file should contain only one such instance.
  ;; If there is more than one, they won't work right.
 '(cua-mode t nil (cua-base))
 '(default-frame-alist (quote
((tool-bar-lines . 0)
(menu-bar-lines . 1)
(top . 0) (left . 0)
(cursor-color . "white") (cursor-type . box)
(foreground-color . "white")
(background-color . "black")
(font . "-*-Courier-normal-r-*-*-13-*-*-*-c-*-iso8859-1"))))
 '(scroll-aggressively 1)
 '(transient-mark-mode t))
(custom-set-faces
  ;; custom-set-faces was added by Custom.
  ;; If you edit it by hand, you could mess it up, so be careful.
  ;; Your init file should contain only one such instance.
  ;; If there is more than one, they won't work right.
 )

(fset 'yes-or-no-p 'y-or-n-p)
(setq scroll-step 1)
(setq scroll-up 1)
(split-window-vertically 30)
(other-window 0)

(progn
  (if (fboundp 'tool-bar-mode) (tool-bar-mode -1))  ;; no toolbar
  (menu-bar-mode 1) ;;no menubar
  (scroll-bar-mode -1) ;; no scroll bar
  )

(add-hook 'term-setup-hook #'(lambda () (w32-send-sys-command ?
\xF030)))
