This vc-file-clearprops is an old version that doesn't work anymore.
Locate it and remove it.

This latex is old too.  Try to get a new latex that knows that
latexenc is built in.

Perhaps it would be prudent to stay more away from the bleeding edge?
Try to go back to 22.1 or 21.3 and wait for the emacs developer to
update all the packages you need for 22.2.1 (of course, this will be
completed when emacs 23.3 will be the bleeding edge).
