put this as first line into your file:

-*- eval: (highlight-regexp "\"\\([^\"]+\\)\"") -*-

you can add a commont char in front.
You'll need to tweak the regex of course. The above highlights between
double quotes.
You can also use highlight-lines-matching-regexp instead.
