trouble with ange-ftp under Emacs 22

I've been using ange-ftp under Emacs 21 to edit files on a remote QNX
system without problems.  Attempting to do the same under Emacs 22.1, I'm
getting errors, however.  The ftp buffer shows the following after running
the command "C-x C-f /wbp@oak:.emacs":

Remote directory: /home/wbp
ftp> get ~ /dev/null
local: /dev/null remote: ~
500 'EPSV': command not understood.
cd /home/wbp/'EPSV'/.emacs/
227 Entering Passive Mode (10,93,52,38,8,202)
550 /home/wbp: not a plain file.
ftp> cd /home/wbp/'EPSV'/.emacs/
550 /home/wbp/'EPSV'/.emacs/: No such file or directory.
ftp> cd /home/wbp/'EPSV'/
550 /home/wbp/'EPSV'/.emacs/: No such file or directory.
ftp> cd /home/wbp/'EPSV'/
550 /home/wbp/'EPSV'/: No such file or directory.
ftp> cd /home/wbp/'EPSV'/
550 /home/wbp/'EPSV'/: No such file or directory.
ftp> cd /home/wbp/'EPSV'/
550 /home/wbp/'EPSV'/: No such file or directory.
ftp> 550 /home/wbp/'EPSV'/: No such file or directory.

Can anyone shed any light on what's wrong and how to fix it?
