Well, that's hard to diagnose, I can see a menu on my GNU Emacs
23.0.91.1 under Linux. Just to be sure: mouse-2 is supposed to be the
middle mouse button, with wheeled mice this usually means pressing the
wheel.

Before you file a bug report you should definitely try a newer version
of Emacs. Emacs 23 has entered pretest, you can get the official
binaries for windows here:

  http://alpha.gnu.org/gnu/emacs/pretest/windows/

If the problem persists, M-x report-emacs-bug is your friend.
