how to set case-fold-search (back to) NON-nil, EVERYWHERE? |

Darned if I know how it got set nil, but it has,
apparently in every buffer, and it's just HORRIBLE.
How to set it to 1, THROUGHOUT emacs, without restarting emacs?
(No, (setq case-fold-search 1) doesn't seem to do it GLOBALLY.)
