Try (setq-default tab-width 4)

Nope. m-i still indents by 8 spaces.

I'm on emacs 23, if that matters.

For now you can try `M-x edit-tab-stops RET'. That allows you to edit the tab stops interactively. Hopefully this will be helpful.
