Start Emacs. Then do this:

C-x d ~/ RET

That will put you in your HOME directory (~/), even if you've forgotten where
that is.

C-x C-f ~/.emacs RET

That will put you in your .emacs file. If you don't yet have one, it will open a
new file buffer for you to edit.
