The dbgr library file needs to be saved in a directory recorded in the variable load-path (can be overridden/augmented by environment variable EMACSLOADPATH). This way GNU Emacs will find it automatically. Best is to use a directory "site-lisp", because this is meant to contain locally maintained ELisp files.
