Here is what works for me on Win7

;; Cygwin for find/grep
(setenv "PATH" (concat "C:\\cygwin\\bin;" (getenv "PATH")))

in .emacs

1. GNU Emacs 24.0.94.1 (i386-mingw-nt6.1.7601)
2. CygWin in C:\cygwin some pretty outdated version

It's dog slow though :(
