OP can also do a 

M-x set-language-environment RET German RET 

In my machine, when I toggle input method with C-\ and do a M-x
describe-input-method RET, I see this:

| ae  -> ä
| aee -> ae
| oe  -> ö
| oee -> oe
| ue  -> ü (not after a/e/q)
| uee -> ue
