Try `(set-language-environment "UTF-8")'.
Also, see (info "(emacs) Recognize Coding").
Probably you'll also want to set `default-input-method' which you will
switch to with `C-\' to enter French. However, I can't tell what value
is right for you. Check `C-h I TAB' to see available choices.
