My response would be: why? A mode line is mode-specific by design. Sounds like this might be an XY problem. http://meta.stackoverflow.com/questions/66377/what-is-the-xy-problem What is the real problem you are trying to solve or the real feature you are looking for? Can you describe it without mentioning the mode line?
