Because Emacs autoloads those "~/.elpa" packages only after loading a
user init file.  See (info "(emacs) Package Installation").

A usual practice is to have:

  (setq package-enable-at-startup nil)
  (package-initialize)

in your .emacs (before requiring anything from elpa dir).
