Installing Emacs 24.4 on Windows 7

I have downloaded the file emacs-24.4-bin-i686-pc-mingw32.zip and
uncompressed it using 7-zip. I have a previous version of emacs (24.3) with
an .emacs file that received from a colleague  that I did not want to
delete. When I ran the runemacs.exe I got an emacs with only a messages
buffer and a scratch buffer. This was in the messages buffer "Error:
(file-error "Cannot open load file" "no such file or directory" "tex-site")
For information about GNU Emacs and the GNU system, type <help> C-a.
Package pc-select is obsolete!"
I then figured out that the executable was attempting to open the previous
versions information. I created a .bat file with the following commands
set HOME=.\
.\emacs\bin\runemacs.exe  -q -l .emacs

By doing this I was able to open an emacs but I noticed that I was not
running the 24.4. this is the version that opens:
This is GNU Emacs 25.0.50.1 (x86_64-w64-mingw32)
 of 2014-11-20 on KAEL

 I am fairly new to using emacs and I am not sure if this is an issue. My
guess is that the 24.4 version is the latest stable one and the 25.0.50.1
is the one in development. I don't think I have enough experience with
emacs to work on the development of the new version and would prefer the
latest stable version to use. Is there anyway that I can load that instead
of 25?
