Introduce Semantic Stickyfunc Enhance package

I wrote a package to improve stock semantic-stickyfunc-mode that displays 
function interface/class/namespace... anything is a scope in general in the 
header line. However, it has some limitations:

- Cannot display function parameters scattered on multiple lines.
- Does not include assigned values to Python parameters.
