The program is an interface to regexps, using one such
on the filesystem to delimit the search area files,
then applying another on those files' contents - and
last, reporting the result.

It is find + grep in another form, as said.

The use cases for such a tool are virtually countless
and there are many such implementations and
interfaces around.
