Ah I wanted both varibles to be set and the correct way seems to be
%%  -*-coding: utf-8;ispell-local-dictionary: "castellano8"; -*-

Not

%% -*-coding: utf-8;-*- %% -%-ispell-local-dictionary: "castellano8"; -*-
