As a data point: i use Debian, am neither a distro builder nor an Emacs maintainer, but nevertheless compile Emacs myself. Once the development libraries are installed - and i only need to do so manually once per Debian installation - all i need to do is unpack the Emacs tarball, cd
to the unpacked directory, and do the usual:

$ ./configure && make && make install

which, in my experience, Does The Right Thing.
