Your raddb/users is OK.
Make sure you have specified a proper type for the nas (file naslist,
column 3), eg:

# NAS Name              Short Name      Type   Checkrad flags
#----------------       ----------      ----   ---------------
my.nas.domain.com       nas1            max

If you are unsure of the type, put a word `true' in this column.  For
