That's not the GNUnet SILC server. Try daemon.ecn.purdue.edu:706. If
you want to visit a more populated SILC network (but without a
#gnunet), at least one of them was working for me (some weeks ago):

          silc.ytti.fi:706
          prizma.gfx.hu:706
          sauna.silcnet.org:706
