Grub2 cannot be installed from within grub2, only via grub-install
from a booted *NIX system (including Windows via Cygwin).

If you can boot a CD, it’s trivial to have a Live Linux with grub-install (TinyCore for example). I don’t know what Grub2’s size is, but I’m not sure it could fit inside a tiny Linux boot floppy (if such still exist), though…
