Take a look at the INSTALL file in gsl-1.14.tar.gz
Unpack your gsl-1.14.tar.gz
It should create a directory named gsl-1.14
In you MinGW
$ cd /path/to/your/gsl-1.14
$ ./configure
$ make
$ make check
$ make install
You would probably find more information on the web if you search for it.
Try looking at the GSL help archives.
