This looks like the issue described at <https://bugs.gnu.org/29238>.
What does “sudo guix pull --version” report?
I think you can work around it by installing a newer Guile-Git as root:
# guix package -i /gnu/store/…-guile-git…
where the /gnu/store file name above is that returned by ‘guix build
guile-git’ on a more recent Guix.
