Currently, libidn2-0's build dependency on texlive creates cycles such as:

libidn2-0 Build-Depends on texlive
texlive Depends (indirectly) on texlive-binaries
texlive-bin Build-Depends on libgd-dev
libgd2 Build-Depends on libtiff-dev
tiff Build-Depends on freeglut3-dev
freeglut Build-Depends on libgl1-mesa-dev
mesa Build-Depends on libvulkan-dev
vulkan Build-Depends on cmake
cmake Build-Depends on libcurl4-openssl-dev
curl Build-Depends on libgnutls28-dev
gnutls28 Build-Depends on libidn2-0-dev

Probably the easiest way to break this cycle would be to split off the
documentation into an Architecture: all package (libidn2-0-doc) and
then move the associated build dependencies to Build-Depends-Indep.
