There is no good way to do this.  The only way you can convert upper to
lower case is through a shell script, invoked via $(shell ...).

There is no way to write an implicit rule that will build MOD_ABC.mod
from mod_abc.f90.  So, you are going to have to write (or cause to be
created) explicit rules for these targets.
