from "3.3 Including Other Makefiles", regarding the search order for
included files:
"Then the following directories (if they exist) are searched, in this
order: `prefix/include' (normally `/usr/local/include' (1))
`/usr/gnu/include', `/usr/local/include', `/usr/include'.
a) the "prefix" value above is in italics, suggesting that it will be
assigned a value, but it's not clearly defined what that value will be
b) any reason why the directory /usr/local/include is in that list twice?
