That seems reasonable, but you could avoid the call out to 'expr':
FULL_VERSION := $(shell cat $(SRCDIR)/VERSION)
VERSION_LIST := $(call split,.,$(FULL_VERSION))
MAJOR_VERSION := $(word 1,$(VERSION_LIST))
