The code in 3.81 is very different. Offhand it looks like you need to
edit job.c around line 2339, and change this:
/* See if it is safe to parse commands internally. */
if (shell == 0)
shell = default_shell;
To this:
/* See if it is safe to parse commands internally. */
goto slow;
if (shell == 0)
shell = default_shell;
so it always chooses the slow path.
Note I didn't try this.
