About the GUI interface:
I think that the Octave staff should continue in develop numerical
features of Octave without care about GUI.
In my opinion the most of the work that one do is with script files.
I personally use Emacs to write my scripts.
If someone want to develop a GUI he can do.
For example there is more that one GUI for GNUPLOT.(xgfe for example).
