toolbox functions

hello,

i would like to access functions within the neural network, and control
systems toolboxes of matlab.  does anyone know of free alternatives?  I
didn't see much on the octave-forge site about toolbxes..  i found:

http://www.ncrg.aston.ac.uk/netlab/

which looks like a good start, at least for my neural problem.  any other
suggestions?
