Doug,

The reason the symbolic package is not included in OFW is that
nobody has yet ported the GiNaC package and all of its sundries.

I have no idea what changes may be required to the source.  I
tried compiling qhull a while back so that I could get the
computational geometry routines working, but didn't succeed.
Libtool might be far enough along now that it will work.  I didn't
try GiNaC.

To build, you will need to download cygwin (www.cygwin.com)
and in particular, all of the development tools.  Then you can
try building and testing gmp (that is probably already ported)
and cln (not sure who else uses this one).  When both of these
are working, you can try GiNaC.  After installing all of these,
you will then need an octave build environment for cygwin.  I
believe John has one of these available for download.  Then
octave-forge should be a simple ./configure; make; make install.

Easy, no?
