Short answer: no.

The platform difference might be a surmountable problem (maybe using
Wine) but the interfaces that Matlab and Octave use to communicate with
dynamically loaded objects are very different.

You will either have to recompile the source code (if you have it) using
mkoctfile or use the same tool on both platforms. Octave and Matlab both
work on Linux or Windows. Matlab also runs fairly well using Wine if
your problem is not having a Linux version of Matlab available.
