using the cygwin setup program, install octave & octave-forge packages -- they are under "Math".

After this, type "octave" at the cygwin prompt to get octave.

If you want graphics, make sure you also installed X11 & gnuplot, start a X-session (I think you can do it from the start menu) and from there type"octave" at the prompt
