'make lib' executes fine and libarpack_OSX.a is created - so far so
good :-)
Now what do I need to do to get eigs?

I took a look at the DarwinPorts package manager. It includes packages for Octave, SuiteSparse, ARPACK, slepc, etc.

I'd very much like to see someone contribute Fink packages for ARPACK and slepc, but if this is not of interest to you, you may be better off using DarwindPorts.
