For instance, the following works

http://master.dl.sourceforge.net/sourceforge/octave/octave-2.9.13-setup.exe

Possible other versions (with the same naming scheme) are:
2.9.15, 2.9.16, 2.9.19

Previous versions use another naming scheme:
octave-2.1.73-0-inst.exe, octave-2.1.73-1-inst.exe or octave-2.1.72-inst.exe
and octave-2.1.50a-inst.exe
