It appears that you are running Ubuntu. All the documentation should
be in /usr/share/doc/PACKAGENAME where PACKAGENAME is the name of the
package you installed with apt (apt-get, synaptic, aptitude, adept,
whatever). If you have a recent version of Ubuntu installing the
octave3.0-doc package should give you the manual. If you install the
octave3.0-info package, you will get the info package instead, which
you can read by doing "info octave" or by using Emacs, which has a
prettier info browser.
