I with Carlo agree that installing using apt-get is usually the way to go,
but if you would like to build from source, get the following packages:
# stuff to build octave from source
libx11-dev build-essential gfortran texinfo
libatlas-base-dev libarpack2-dev libglpk-dev
libfftw3-dev libsuitesparse-dev libreadline-dev
libpcre3-dev gnuplot make
