Package Install Problem

Hope I'm not doing something really dumb, but I'm trying to install
miscellaneous-1.0.11.tar.gz and I get the following:
octave:7> pkg install miscellaneous-1.0.11.tar.gz

There is a config.h file in the octave directory so I'm a little confused as
to why it isn't seen. I read some old threads about specifying the path to
the config.h file, but if it's in the octave directory...
Help please!
