IMHO, you have to name octave and its licence and offer the changes you've made on octave as sourcecode too.
But i don't know if you could ship both together in one installer. Every rotten GUI for octave (qtoctave, xoctave, guioctave...) was/is offer without octave for example. So worst case is your users have to install it separatly by thereself. (or you offer octave binary installer separatly)

And perhaps - i'm absolutly wrong :)
